			<content:encoded><![CDATA[<p>&#8220;The Philippines should now move towards  low-carbon economy. That another delay in the implementation of the Renewable Energy Law,  is a backward trend in the battle against Climate Change. There is a need to speed up green technological change towards clean energy&#8221;.</p>
<p>This was the reaction of Ruth P. Briones, Chair and CEO of Greenergy Solutions and Convenor of the Zero Waste Philippines Project in connection with the recent pronouncement of the Philippine Board of Investments (BOI)  seeking postponement in the implementation of Renewable Energy Act of 2008 particularly the provisions  on Feed-in-Tariff (FIT) as the country needs more to attract more investments.</p>
<p>Briones said that while other developing nations received more clean energy investments, the Philippines is lagging behind , and large numbers  of  local and foreign  investors  have been  waiting for two (2) years for the approval of the FIT  rates that should have signal investments for renewable energy projects in the Philippines.  </p>

<p>Global Investment groups are looking at the Philippines to be on the front of renewable energy development in the ASEAN, Briones added. This was evident in the Overseas Private Investment (OPIC) conference in Jakarta, Indonesia last May, wherein global financing groups expressed optimism in the Renewable energy development in the Philippines, it was further noted.</p>
<p>The Greenergy Solutions is a renewable energy development company that has existing agreements with Local Government Units (LGUs) in the Philippines for the development and operation of Biomass Waste-to-Energy Facilities with municipal solid waste (MSW) as feedstocks. </p>
<p>Briones had noted that fifteen (15) projects are in the pipeline waiting for the FIT rates to be approved which is made as condition by local and foreign investors to move forward.</p>
<p>Delaying the implementation of the Renewable Law will have impact on the development of Waste-to-Energy (WTE) Facilities that are expected  to be  more viable alternatives to sanitary landfills for LGUs in the disposal and conversion of their municipal solid wastes.</p>
<p>&#8220;We are already suffering the long wait in the development of these proposed WTE projects, the mayors are also being subjected to the strict disposal of their MSW. We need to foreign and local investors as funding partners. The real challenge is, for the Philippine government to pursue it commitments to provide a clean environment and clean energy to its people.&#8221; Briones reiterated.</p>
<p>The Renewable Energy Law in the Philippines was approved in 2008 and the FIT rates are yet to be released by the government. Under the proposed FIT rates, renewable energy power generation plants will have priority dispatch and payment under a power purchase price that is approved  by the Energy Regulatory Commission as recommended by the Department of Energy.</p>

There are several forms of handling of wastes since wastes can be generated in all sorts of way ranging from ordinary household wastes to industrial generated wastes. <p>The main objective of  is to efficiently handle the disposal of waste without harming the public health and the environment. However most often than not, wastes generated are not properly managed thus causing environmental disasters and deaths for many people due to pollution.</p>

<p>Common methods of waste disposal or waste management</p>

<p>1.   Recycling – is the form of making a used or discarded material into another product. It comes into different recycling processes depending on the material that&#8217;s being recycled. The most commonly recycled materials include cloth, tin cans, glass, papers, aluminum, and newspapers. Materials such as electronic devices are more difficult to recycle since these still needs dismantling for separation before the recycling process.</p>

<p>2.   Landfill- This is the oldest form of waste management. Waste materials are disposed or dumped in a site wherein it includes burying of wastes. Among all forms of waste disposal this is the most harmful to the environment due to the generation of gas such as methane, carbon dioxide and other greenhouse gases. It also brings leachate issues that pollute nearby groundwater and vegetation lands.</p>

<p>3.   Incineration- It is the disposal method that involves combustion of waste material usually described as thermal treatment of wastes. In this method wastes are destroyed using high temperatures to be converted into gas, heat, steam and ash.</p>

<p>4.   Composting- This method only applies to organic materials such as kitchen wastes and plant remains that easily decompose.  Its end product which is earthy and crumbly substance can serve as organic fertilizer.</p>
<p> </p>
<p>5.   Gasification – It is a form of incineration, but only differs in thermal treatment. This method destroys wastes in a controlled oxygen environment thus limits atmospheric emissions unlike incineration that produces carbon dioxide and other greenhouse gases. An example of gasification method is the  System or Biosphere Technology. It effectively destroy wastes in environmental manner at the same time converts these wastes into clean green energy.</p>

Over the years, imported energy sources have fueled the country&#8217;s growing economy. The country’s dependence on imported energy currently stands at nearly 90 per cent of total energy demand. It is considered as the single biggest import item in the country&#8217;s entire history. This precarious situation puts Ireland&#8217;s long-term development strategy under threat. The country&#8217;s need for alternative energy sources has never been sharper. It does not only need to develop those sources, it also needs to protect its environment and check its worsening air pollution caused by petroleum-powered energy generation.</p>
<p>With the European Union mandate seeking cuts in nitric oxide and sulfuric emissions from its member countries, green or environment-friendly energy is seen as the ultimate response to all of Ireland&#8217;s development needs.  Hydroelectric power has been proven effective and safe since the 1930s when the country first tried harnessing it. Development more of this kind of energy source is however needed to fully meet the growing demand. With its strategic location on the coast of the Atlantic Ocean, Ireland also stands to benefit from wave-generated energy.       </p>

Interestingly, Ireland has the capacity to become an energy-exporting nation rather than being dependent on imported energy products. It is a potential income-earning industry for the country in the future. For now, the nation may need to focus on its target of producing 15 per cent of the country’s total demand for electricity using the wind farms by 2010. <p>China is a modern developing country with good economic and political condition. It is the biggest ancient society with flair towards modern culture and values. Pakistan was one of the first countries of the world to recognize China, and since then they have very good relations with each other. Any kind of change in both of these countries has good or bad impact on each other, and the region of South Asia.</p>
<p>China, not only developed its own infrastructure, but also provides economic aid and military equipment to Pakistan, which is very important for Pakistan to develop its infrastructure and due to its border and relations with India. India – China relationship during sixties provides a good opportunity for Pakistan to get all type of assistance from China. Any change in Chinese policy and economic conditions has great impact on Pakistan’s economy, as China is the major financer of Pakistan’s military and development projects like Ballistic Missiles, JF-17 Thunder aircrafts, Gwader Port etc. Any decrease in China’s economic growth level can reduce the economic and military aid towards Pakistan. Pakistan needs China’s help in developing the cooperation in economic projects like trade, energy and infrastructure development like Gwader port etc.</p>
<p>Pakistan needs energy resources and nuclear power plants from China as Pakistan is facing the energy crises in the country. China can provide these kinds of energy resources to counter the energy crises in Pakistan with infrastructural development and economic aid. Chinese government has singed some sort of infrastructural development projects with Pakistan, which will benefit both countries in increasing trade and water management resources. High development percentage of China has produced a positive effect on Pakistani markets by providing cheaper goods than to American and European manufacturers. China’s products are very much popular in Pakistani markets due to their prices and different choices in quality as according to people’s need.</p>
<p>Pakistan mostly gets benefits from China – Pakistan relations and agreements but there are some negative effects of this relationship on Pakistani economy at micro-level. Pakistani local manufacturers are unable to compete with Chinese manufacturers with respect to price and quality as Chinese manufacturers are producing goods at very low price than local Pakistani producers. Some local Pakistani manufacturers are changing their businesses, as they are unable to continue manufacturing because Chinese products are still cheaper in their markets. Government of Pakistan is also providing facilities to those traders, which are doing business with China. Due to these reason small Pakistani manufacturers are suffering badly.</p>
<p>Pakistan has very good relationship with its all time friend China that is positive for the security and peace in the Asian region. China has very good relation with Russia and other countries, which can also put positive impact on Pakistan, as Pakistan can solve some of its matters with Russia and India with the help of Chinese diplomats. It is very important for Pakistan to have such kind of friend, which always understands the needs and provide sufficient information and economic assistance that helps in changing the scenario in the country.</p>

<p>China has very well supported the Gwadar Port project in all fields like management, construction and finance. Gwadar port is the great symbol of Sino – Pakistan friendly relationship in new century. Gwadar port project was planned long time back in 1993 after the completion of its feasibility studies. Chinese Premier Zhu Rongji visited Pakistan in May 2001 and under &#8211; writes the Gwadar port project. On March 22, 2002, Chinese Vice Premier Wu Bangguo visited Pakistan and laid the foundation of the Gwadar project. These visits were very important for the peace and development of this region after 9/11 attacks and presence of US army in the region.</p>
<p>Phase I of Gwadar port project has been completed with the total cost of US$  248 million of which China has provided the biggest portion of US$  198 millions. Chinese Engineers and technicians have worked days and nights on this project and completed the first phase of three Multipurpose Berths, related port infrastructure, Tugs, and Survey Vessels etc. Chinese government also has invested US $  200 million for the coastal highway joining Gwadar port to Karachi. China is continuing its financial and technical support for other phases, which will complete in future with the cost of US$  526 millions. These next phases will feature construction of nine more berths.</p>
<p>This project is very much important and beneficial for both Pakistan and China. Pakistan needs another deep port sea away from Karachi so that in times of hostility naval ships does not get any kind of blockade. Pakistan also needs to develop the province of the Baluchistan into a business hub as it is very near to oil producing markets. China has a great interest in the blue waters with the Persian Sea and China does not have any port in this region. Gwadar port can be very important and may serve the purpose for China for both its military and oil resource needs.</p>
<p>Gwadar port is also important for China for creating a string of pearls with its strategic ports of Bangladesh, Srilanka, Burma, and South China Sea etc as eighty percent of Chinese oil resources move from these ports. This string may be the strategic defense line of China’s oil management and oil movement, which will give China a forward footing. This project is also solidifying the growing strategic relation between Pakistan and China in economic and technical fields. All Pakistanis warmly welcome Chinese support in the development of Gwadar port, as they really want Sino – Pakistan strong relationship in the presence of US military near around.</p>
<p>There have been some incidents of terrorism against Chinese Engineers working on Gwadar port project, which took some precious lives, but China continues its support for the project without any kind of delays. Pakistani people and government are very thankful to Chinese Government and people for their continue support of projects and economics assistance to Pakistan in all types of circumstances. Chinese support and assistance in Gwadar port project will leads to stronger Sino – Pakistan relationship in future.</p>
<p>China also played a very important role for developing the infrastructure in the most difficult mountains of boarder area of Pak – China called “Silk Road” and Silk route projects. This network of roads provided a huge opportunity for trade and business between both the countries and due to which both developed their infrastructure to create the trade zones. Pakistan has now 500 foreign companies out of which more than 60 are Chinese. The Chinese companies are working for infrastructure development sectors like telecommunications, energy, mining, and IT. Chinese companies are also working on high-level projects like Dams, Solar energy projects and petroleum. Pakistani government also welcomed Chinese entrepreneurs who wish to work for the infrastructure development projects in Pakistan. In the year 2008, Pakistan had the high level of activity in infrastructure sector. Construction, Housing, Power, and Energy development projects were design with the total estimated cost of US$  30 bn.  Top priority projects include 969MW Nelum – Jhelum power plant, and Diamer Basha Dam with capacity of 4,500 MW. These projects are being built by the Chinese consortium consist of Gezhouba group and China machinery export corporation. Pakistan and China recently signed an agreement, during the visit of President Zardari, for hydel power development projects with the estimated cost of US$  448 mn.</p>
<p>Transport sector in year 2008 have been benefitted with over US0mn total cost projects. This is because the National Highway Authority of Pakistan plans to invest US$  5.3bn in transport sector. In order to enhance trade between Pakistan and China and with a plan to include other countries in future, a project costing US.5bn has been started which will connect the North to the ports in the South of the country. China is also playing very important role in these projects with investment and technical assistance. China is planning to use the transport sector from the South to the North of Pakistan linking directly into Chinese part of the territory.</p>
<p>Pakistan – China relationship are boosting with joint development of infrastructure projects, which will save huge cost of transport to both the countries. Infrastructure development is taking as the backbone of the trade and economic development between both the countries. Pakistan badly needs the help &amp; expertise of its great friend and neighbor China in the fields of power, energy and infrastructure development. Power, energy and water recourses open the way for infrastructure and construction industry in Pakistan. It is the time Pakistan can play a major role in cross border infrastructure, which will help Pakistan to solve its major political crisis. China needs to analyze the division of finances for these projects in Pakistan so that the estimated amounts are used properly and the projects should be completed within time. March 2, 2011 – Nuclear energy and small-scale reactors will take center stage at the 2011 national energy conference inHobbs. &#8220;The Uranium Fuel Cycle&#8221; conference on Wednesday and Thursday, April 27 and 28, will focus on potential developments and implementation of small-scale reactors.</p>

<p>The conference features top leaders in nuclear technology, including Babcock &amp; Wilcox, New Mexico Tech, URENCO USA, Washington TRU Solutions, Uranium Resources Inc., Energy Solutions and the U.S. Department of Energy.</p>
<p>The &#8220;uranium fuel cycle&#8221; begins with mining, continues with enrichment, followed by use in a reactor, and ends with processing and storage.Hobbs is in the center of the developing Eastern New Mexico Energy Corridor, which is involved in all aspects of the nuclear energy fuel cycle.</p>
<p>Dr. Van Romero, Vice President of Research at New Mexico Tech, saidNew Mexico is well-positioned to be a leading voice in nuclear energy development.</p>
<p>&#8220;Almost the entire cycle is contained in New Mexico,&#8221; he said, &#8220;from mining to waste storage. This conference is an important step in bringing together key players in the area and continuing a dialog about energy and our national policies.&#8221;</p>
<p>          ]]&gt;</p>
<p>A new enrichment facility is now operational near Eunice, N.M. A de-conversion plant is in the licensing stage in Lea County. Also located in the region are Waste Control Specialist LLC and the Waste Isolation Pilot Plant, near Carlsbad, which is a long-term storage facility funded by the Department of Energy. While not currently being mined, vast deposits of raw uranium ore exist in west-central New Mexico.</p>
<p>What&#8217;s missing? The small-scale nuclear power plants.</p>
<p>&#8220;Communities in southeast New Mexico have expressed an interest in nuclear power,&#8221; Romero said.</p>
<p>One area the conference will focus on is the commercial deployment of small nuclear reactors in eastern New Mexico. Representatives of Babcock &amp; Wilcox will present their strategy to deploy a light-water reactor system to provide energy to communities in New Mexico.</p>
<p>Babcock &amp; Wilcox is the leading international company in development and deployment of small-scale nuclear reactors. The company unveiled the B&amp;W mPower™ reactor in 2009. The mPower reactor, with its scalable, modular design, has the capacity to provide 125 megawatts to 750 megawatts of electricity for a five-year operating cycle without refueling. The reactor is designed to produce clean, near-zero emission operations, according to the company website.</p>
<p>Babcock &amp; Wilcox Canada has designed and manufactured nuclear power equipment for more than 40 years, providing nuclear heat exchangers, nuclear plant services and more than 200 nuclear steam generators to customers around the world.</p>
<p>Following the Babcock &amp; Wilcox presentation, Romero will lead a discussion on &#8220;Small Reactor Research and Readiness.&#8221; Then, a representative from the U.S. Department of Energy&#8217;s Office of Nuclear Energy will talk on the status and outlook for nuclear energy development.</p>
<p>&#8220;Large nuclear reactors generate about a gigawatt of power,&#8221; Romero said. &#8220;These smaller reactors are safe and easy to operate and do not need a tremendous amount of infrastructure. Canada has been operating these small reactors for years.&#8221;</p>
<p>The two-day conference is hosted by the New Mexico Center for Energy Policy, a division of New Mexico Tech, the Economic Development Corp. ofLea County and New Mexico Junior College.</p>
<p>The &#8220;Uranium Fuel Cycle&#8221; conference will begin with a panel on &#8220;Uranium Mining Today: Geology and New Technology,&#8221; led by Dr. Peter Scholle of New Mexico Tech. Scholle is the State Geologist and the director of the N.M. Bureau of Geology. The conference will present improved methods for the mining of uranium. New technology that eliminates labor-intensive, high-risk activity prevalent in previous operations will be presented. Also, Uranium Resources Inc., a mining-company based in Texas, will present information about the latest technological developments in uranium mining. The company has several mines in Texas and has holdings in New Mexico that include 183,000 acres and 100 million pounds of in-place mineralized uranium holdings, according to the company&#8217;s website.</p>
<p>Also on the schedule for the conference is a panel discussion on uranium processing, featuring top executives from Urenco USA (uranium enrichment), International Isotopes (uranium tailing recovery), Waste Control Specialist LLC and WIPP (waste/storage).</p>
<p>The final panel, &#8220;Training and Education for the Future of Nuclear Energy,&#8221; will be led by Dr. Robert Rhodes, Vice President of New Mexico Junior College, with a presentation by Energy Solutions.</p>
